Prepare a persuasive paper (excluding the title and reference pages).

  1. Examine the role of intelligence in countering terrorism in America.
  2. Analyze the constitutional issues (in particular the Fourth Amendment) surrounding the concept of gathering information to develop intelligence domestically.
  3. Explain whether the United States government may collect phone, email, and other electronic and non-electronic data from Americans, on a mass basis, without a warrant and/or probable cause.
  4. Support position with scholarly or official government sources from readings and research.
  5. Explain the role of intelligence in countering terrorism.
  6. Explain the constitutional limitations on gathering intelligence.
  7. Explain why and how gathering intelligence from Americans without a warrant or probable cause is or is not permissible.

  9. Must include an introduction and conclusion paragraph with a succinct thesis statement. The thesis must be in both the introduction and the conclusion.
