The memo addresses a real policy problem using concise and analytical format that identifies core national priorities and pares down arguments to their core essential. The memo will use active verbs, effective headings and structure, and direct focus on the issue employing facts and/or analytical frameworks.
• Organization of the memo:
- Define the problem ( One paragraph only)
- Provide a concise background (what are the root causes, why is it important issue for policymakers?) ( One paragraph only)
- Provide actionable policy options,(Two Options) specifying what specific instruments of power to be employed (Instruments of State Power: Diplomacy).
- Assess policy options analyzing the pros and cons of each option
- Recommend a specific policy option based on your assessment
• Claims must be supported with arguments and/or evidence. Explanations of the effectiveness of a tool should consider different options and judge via analysis why one tool will be more or less effective than other options. The paper may identify one policy goal and evaluate tools against this goal or two different policy goals, considering how one tool will help achieve these policy goals while another tool will not be effective in achieving policy goals A and B at the same time.
