The decision to issue Executive Order 9066 came shortly after the attack on Pearl Harbor in December 1941, when President Roosevelt declared martial law in Hawaii and California . This was done out of fear that Japanese Americans living on the West Coast posed a threat to homeland security , even though many had been loyal US citizens for generations[2] . After the executive order was issued, Japanese Americans were forcibly removed from their homes all along the West Coast—their belongings often sold or stolen—and relocated into hastily constructed internment camps located mostly in remote areas throughout California , Arizona , Arkansas , Colorado , Utah Wyoming Idaho Montana [3] .< br >
The nature of confinement of this population within these camps can be characterized as harsh and oppressive with no regard for human dignity whatsoever. The internees lived under militarized control with scant accommodations including overcrowded barracks, substandard medical care, lack of educational opportunities, inadequate food rations wages far below market value leading many fall dire poverty.[4][5]
