Confidence that a contract can and will be enforced is part of the foundation for establishing commerce in a society. If you enter into a contract and the other party breaches that contract, you can take them to court to enforce the terms of the contract. Treaties are contracts between countries. However, treaties are often broken, and there is little the offended country can do short of going to war. Although there are “World Courts” they have little enforcement power. Should there be a World Court that has real power to enforce Treaties?
