The project deliverable will be a dispassionately written analytical paper that (1) explains the observed or
expected impact of the ”Safer at Home” policies, (2) discusses potential confounders that might threaten
the validity of the analysis, (3) identifies actions that could be undertaken to mitigate those confounders,
and (4) advocates for a particular course of action based upon the [expected] net benefit of the policies.
The paper should be written for an audience assumed to be neutral or uninformed.
