Background Information
The term ‘terrorism’ is one that has been difficult to understand, and even more difficult to define. This is
because, to some extent, terrorism should be understood as a social construct. This has caused a variety of
‘demonization’ and ‘labeling’ of different people groups, cultures, and even geographical locations. Therefore,
to help bring clarity to this discussion, it is necessary to understand the elements of terrorism in order to
provide any type of a working definition of the term. Since terrorism is a social construct it will remain a
subjective opinion, but most scholars agree that specific elements must be present in order for something to be
labeled as ‘terrorism.’
