In this course you learned how health systems work across the globe. Each system is unique in its own way in terms of financing, structure, and services provided. You should have noticed that some health systems were more optimal than others in many different areas. The goal of this paper is to develop a health care system that includes elements from various countries’ systems you feel are the best. For example, you might like the services covered in the UK, but how it is paid for in Brazil etc.
For your Comparative Health Systems Final Paper, write a 4-6 page, double spaced, 1 inch margins paper, with size 11 or 12 font, that covers the following topics:
Health Care as a right or privilege: what are the goals of your system?
The Role of the Government: is the government involved? Who is in charge? Who makes decisions?
Cost: how much is spent on health care as a percentage of GDP? Why?
Financing: Where does the money for your healthcare system come from?
Sectors: Public? Private? Supplemental plans? What is optimal distribution in this area?
Physicians: who owns them? What is the distribution of type (PCPs vs specialists)? Can all patients see all doctors?
Hospitals: who owns them? How many should there be?
Outpatient Clinics: who owns them? Should there more hospitals or outpatient clinics?
Services: what is covered? What is left out? Who sets the prices for services?
Out of pocket costs: are all services free? Are there some user fees in terms of copayments or services not covered?
It is important that you reference back to the specific country that you are drawing your inspiration from for each section. These sections do not have to be broken out separately as many of the areas overlap.
