• Identify the problem. Be sure to explain the problem, describe what it entails, and its history.
• Explain the underlying causes of the problem. Connect causes or actions to effects where possible. Why/how did this happen?
• Formulate possible solutions to the problem. How would you solve this problem while minimizing negative impacts? Were attempts made to solve the problem? Were they successful and why or why not?
