Develop your literature review and theory frame. This should be a short document---1.5 pages or less---
and should be attached here.
The literature review addresses 2 key points. 1) What initiatives have been most promising in addressing this
problem and what are their characteristics? and 2) Either, a) why it would be valuable to replicate prior
initiatives and/or adapt them to your content or b) why a new approach is needed because of poor results or
clear gaps in prior efforts? If you argue that a new approach is needed you still must provide evidence that the
approach you are considering has potential to solve the problems. The goal in a proposal is to present answers
to these questions in a concise way that shows your depth of knowledge/understanding of the topic and the
acute need to fund a project like the one you will propose. You should have at least 10 references to journal
articles or major government/advocacy reports, with the bulk of these related to question 2.
The last paragraph of this section is identification of the theory frame or theory frames that will guide the design
, implementation, and evaluation of your project. Identify the theory and say in a few sentences how it is relevant and how it shapes your plans.
