The first would be to review the response to the scope to ensure the potential bidders are at a minimum meeting the requirements of the service or product requested. After it has been established that the requirements are met. The purchasing agent will perform an evaluation on the company to make sure that they are financially solvent, and that they have the capacity to fulfill the obligations in the proposal. For example, SAMs require less paperwork, which equates to a simpler process, which really helps because most small business staff are not organized to absorb a large administrative burden. SAMs provide the small business owner a chance to do business cheaper and more efficiently than other acquisition methods.
